If you only receive a disability check & a check from V.A. can these checks be taken and used for payments after the car is repossessed? What law in the Tennessee area applies to this question?

Contact your disability insurance carrier and speak to a rep about that. In some cases, yes you can, however I am not familiar with Tennessee laws, so it is always best to check with your claims rep.
