No, because then you are not voting, you are effectively not voting. It may seem like you are "making a statement", but you are doing nothing more than wasting someone elses time by them having to mark that non-choice down.

No. That makes very little sense. If people can't make a decision, they shouldn't vote. It's a waste of vote counters time.

Well, it already is, in some places: http://en.wikipedia.org/wiki/None_of_the_above and, yes, I believe that it is a legitimate voting choice. It sends a signal to all the candidates and their respective political parties that there are voters out there whose political views are not represented. It also theoretically avoids having those who do not wish to vote for the official candidates, labelled as apathetic for not voting at all.

I think one of the purposes of voting to let the voices of America be heard but the establishment. When I lived in Nevada (I think) I had a none of the above option, and used it. Why shouldn't we be allowed to say "Hey we care, but these candidates suck!"? Voter turn-out would probably be higher, and maybe other races would get increased activity; local gov, etc.
