Q by a curious American watching Dr. Who - can someone ID for me the regional accents various characters have? Rose, Martha, The Doctor, Lady Cassandra, etc.

All three characters are from the South East of England. The differences between their accents is class related. Rose is working class, Martha is Lower middle to middle class, and Lady Cassandra is upper class. A further distinction one might be able to make is to say that Rose and Martha are from London and Lady Cassandra from the Home Counties. However this is speculative as South Eastern accents are all very similar. The term 'Chav' used to describe Rose by Lady Casandra is a term to describe predominantly the white working class with little to no taste.
