The individual picture images are taken at a higher rate, so when they are played back at a slower speed, including a normal rate of about 16 frames per second, the image is slowed. The difference in the frame rate determines the depth of the effect.

I'm not sure if this is what your looking for , though sometimes I think it's a state of mind - Like when you are in a bad situation when everything seems to be going by slower than normal , maybe like were in a shock of some sort -- I tried , thats what came to my mind , when I saw your question + 5
