By definition a fetish is a sexual arousal or sexual attraction to an object that is not usually sexual in nature. There are any number of reasons for fetishes. If for example a person in their younger years masturbates using an objest such as underwear, sometimes that connection stays so later on underwear now arouse that individual. So usually but not in all cases it's a connection or link to ones initial arousal coupled with an object during that arousal and then is repeated again; eventually leading to a fetish.

It varies from person to person, but it is usually connected to something they experienced early in their sexual development. The connection doesn't even have to be sexual in nature at first. They might have been a lifeguard at 15 and develop a bathing suit fetish that lasts for life, because it was what they were seeing while they were discovering who they were sexually. Sometimes people pick up fetishes later in life, too. Perhaps it is something they learned from a sexual partner that they enjoyed.
