Controversial questions that include the names of other members "should" be rejected in the interest of maintaining a friendly environment..tis best.

We are not encouraging the "Top Troll" list, and we prefer not to have links to it from Answerbag lest it be seen as endorsed by us. I think it unfairly highlights a lot of people who are not trolls, and it encourages the over-sensitivity to down-ratings I've seen lately. Too many people, after a couple of downratings (or sometimes even just one!) start crying out "troll", perhaps in hopes of getting more positive ratings to counter the negative they just got. Please, keep in mind that negative ratings DO NOT take points away from your personal point totals. This was intentional. We want people to be able to freely down-rate content without personally attacking other users. This is imperative to the health of the site because the best answers MUST rise to the top for this site to be useful. The negative ratings are there for a reason, and just because you gave an answer to a question in good faith doesn't mean it's the best answer or even correct. Everyone gets negative ratings once in a while, so please keep in mind that 99% of the time it's not personal.

It could have dangerous consequences. If you name someone who is not a troll, you might find them leaving and bad mouthing the site and convincing others to leave. And they might give you a ton of negatives.
