It depends where you live. I know in Canada, if you are caught with a pipe you most likely wont get charged with anything, but it may be taken from you.

It does depend on the law in your area but most states in the U.S. would consider that paraphernalia and ticket you or charge you according to state law. The resin in the pipe can easily be smelled/tested and you could be charged. Some countries and even a few states in the U.S. turn a blind eye altogether to cannabis personal consumption, so it really does depend on where you live. It is a United States federal law that drug paraphanalia is illegal to carry. This applies to ever state in the U.S. State laws may differ, but federal law trumps state law.
