Our tax money should be used for what they "say" they are using it for: improving schools, acquiring more resources, raising teacher salaries based on performance instead of ...pocketing the money, building prisons, purchasing drugs from other countries for resell in the US just to charge us even more taxes claiming its going to the war and drugs and other stuff the government is not truly doing.

There are too many problems for me to list in the space allowed here or in the time I have to enter it. Generally, schools serve an attrition management function. It socialises and indoctrinates young people to ensure a supply of compliant labour. However, most schools are designed for girls. This helps to explain why so many boys are diagnosed with ADD/ADHD. There is nothing wrong with most of these boys, but they are victims of being square pegs inserted into round holes. Studies indicate that in the US persons choosing to make Education their pursuit in secondary schools have generally low SAT scores (700 - 900 out of 1600). These people are "rescuers," but lack critical thinking (and teaching) skills, and are easy for the system to manipulate. OK, I'll get off my soap box now. :)

Kids aren't learning to learn right now. Kids are learning to learn what they have to to get by. Whether that is to pass state exams, graduate, go to college, get a good job. Doesn't matter. We are living in a "Lets learn to fill in the bubble." society. As a society we are focused on education but we need to reinvent what that means and it doesn't include a paper of little circles.

Honestly, I don't know. There are so many factors from so many different areas to consider, from immigration to poverty to training to education philosophies. I think it should start with a comprehensive, standardized curriculum that focuses on core disciplines. Every school teaching every student what he or she needs to know in order to create a foundation of education. It's nearly impossible to evaluate and improve schools when the standards are all different.
