I don't know Canadian immigration law specifically, but I do know it is on a point system. You get points for speaking English, French, having a degree, having experience in a job where there is a shortage of employees and things like that. Unless they have changed the law, you also don't have to have a job offer to go to Canada, but you do have to show sufficient funds to sustain yourself for something like six months. That is to be a Landed Immigrant. I think you have to be a landed immigrant for 3 years to become a citizen.
