Do americans know that they are changing the way that people get promoted in the army by how much combat time they have overseas?

The general public doesn't know and doesn't care how soliders get promoted in peacetime, so why would they know/care about wartime promotions? Favoring those with combat zone time with accelerated promotions goes back to time immemorial across all armies.

Well it's about time the guys getting shot at got a better chance to rise through the ranks to a comfy desk they can sit behind to send other guys to get shot at. I mean, who knows better the dangers of combat then an Infantryman?
