It would probably be best if you BOTH found a different girl you liked. That way no one has bad feelings over this one girl. There are many other girls out there. If this isn't a viable solution ask the girl who she'd rather go out with.

It depends. How much do either of you like her? Is it a crush? Then move on if all the intent was was to have something casual. A casual realtionship is not something to come between brothers. Is it love? If it is you need to have a serious talk with your brother and the girl (it is her desicion after all)If he truly loves her too, someone worth it would probably say she doesn't want to come between you two if she's asked to chose. Tread lightly, you may lose them both.

Several factors are key in this matter. Can you whip your brother? Do you have juicy gossip on your brother? Do you have embarrassing photos of him? Who saw her first? Can you win in an arm wrestle, indian leg wrestle or Rochambeau? Can you agree to both walk away from romantic possibilities and let things develop differently? The first five questions are silly, the 6th is real. You are not going to ever replace your brother. Girls come and go until you get older and settle down to marry. Is your brother worth a potentially temporary girlfriend?
