Some people have grown up that way, either in an environment where they were spoilt, or in an environment where their survival was threatened and they had to shut down to look after themselves, and so in later life can appear to lack empathy. Narcissists etc can also act this way, and sometimes neurodivergent people may appear this way, but are not, far from it, but just miss some social cues. So in response there are a lot of reasons. Some people have the ability to empathise on a mental rather than emotional level, hence this can come across as cold, although emotional reactions to those who work on a mental level can appear unstable, crazy or frightening.
