Technology makes everything easier. Therefore, technology in the hands of anyone wishing to spy on you makes it easier for them to do so. Technology in the hands of someone not wanting to be spied upon makes it easier for them to not be spied upon. I think, in general, that most people who don't want to be spied upon just, by default, don't really think about it, though, so they likely don't bother to obtain the technology to ensure their privacy.
