I would say the Atlantic ocean because of this picture, it makes sense because the Pacific is a big circle with the equator going right through the centre maikng it a lot hotter than the skinny Atlantic.

pacific is larger and deeper... thus colder
The Pacific cause Hurricanes need warm water to form, where they fall apart in cold water that is why California has never been hit by a hurricane.

It depends where you are as both oceans extend from the north to the south so both are cold in some places and warm in others.

Definitely the Atlantic. The East coast is known for it's cold climate anyway. Therefore, the Atlantic.
Totally unscientific ,I would say Atlantic is colder overall but the North Pacific is colder than the North Atlantic.
The coldest ocean of any is the Arctic, the warmest is the Indian. Of the other two, it's sort of a tie. They each include parts around Antarctica and both go north towards the arctic ocean. They each have a temperate warm ocean current in the middle and that circulates, too.
