Someone keeps having their dog poop on my friend's lawn. How should he get them to stop?

If you know who it is... gather all the poop in a bag and throw it all over their lawn.

A friend of mine saw a dog with owner perform on his lawn, he collected the mess on a shovel, followed the man and dog home at a distance. When inside my friend knocked on his door and when opened he said "here this belongs to you" and threw the mess inside. He was never bothered again but then he was a black belt judo!!!

All dogs are absolutely terrified of BIG cats, like tigers ... so get a small bottle of synthetic, concentrated tiger urine ... and every few days, spray a bit ALL around the yard to mark your tiger's territory ... the dog will not want to even walk near the yard anymore. ... also, while a dog whistle is a tone that will attract a dog, there are ultrasonic screamers that can be set to repell dogs with painful ultrasonic loud noise ...
