Before you do this thing, may I bring my trash over and throw it in your driveway? Now granted you didn't ask to throw trash in my driveway or others, however some people view these sort of tossed papers on their driveway to be nothing more than trash. You need to take that into consideration before you continue. Next you need to find out the law surrounding the placement of advertisements (papers, news papers, magazines) on private property. Different cities/towns/counties have different laws. In some areas is is illegal can can get you a hefty fine if not some jail time too. Next you need to see what the law is regarding a business of this nature. It is a business, they get paid for the ads placed and for the advertising within. There is potential for law suit if your local area has something like the penny saver and you are not a business, although I doubt much would come from it, I would imagine if you rub the wrong person the wrong way they could make a huge deal out of your paper. Lastly you need to consider the costs, although it is a great idea to include those businesses in a paper, where does the money come from for the printing? How will these papers be delivered? Will there be a start up cost? Will your business qualify as a small business? Will it need a license to operate? Your best bet is to check out the local Hall of Records (usually in small towns) which will either have the applications for a start-up business there or will direct you to the correct building/office in your area. Once there you can ask many questions, outline your idea and they can provide you with other clues as to what may and may not affect you, what considerations there may be.
