I think you should be 18 or over before you drive. I got my license when I was 15 and was very immature and not very responsible behind the wheel. As I have gotten older this has changed. As far as too old, older adults should take tests to make sure they are still able to drive.. If they are not able to take them, take them out from behind the wheel...

The AJC’s editorial board says the legal driving age in Georgia should be raised to 17 to cut down on teenage traffic fatalities. Some argue that such a law would impose hardships on the kids and their parents. Would the proposal too drastic, or is it a common sense approach to cutting down on tragic deaths and injuries? The age for driving a car should be raised to that at which a person has the maturity to understand that driving a car and talking a cellphone are completely incompatible tasks. To those who understand that not withstanding the jive cell carriers say to Congresspersons on junkets to Africa to expand the use of cellphones amongst Nigerian rebels who disrupt oil deliveries. Accident data reflect that older drivers (especially those over 70) have a significantly higher risk of being involved in automobile accidents - especially single vehicle accidents that result from inadvertence, distraction, "falling asleep" behind the wheel, and so on. Nighttime driving is especially risky for older drivers, whose eyes are more affected by glare.

I think 15 is a good age as it is the current restriction in my country however i think there needs to be tougher enforcement on restricted drivers etc if you know the way the New Zealand drivers lisencing system works. Or perhaps just some further education to teens in the years leading up to 15.. Goodness i sound old =s
