I'm sorry I can't be more helpful, but have you tried contacting your city? It seems that if the property is truly a fire hazard, you shouldn't be the one responsible for keeping it safe for the community. And if the city doesn't respond, try a local news station.

tape a whole bunch of plastic painting tarps together and just cover the whole thing with plastic with rods periodically throughout to hold it down and put a few holes for rain to drain through. The grass won't grow without the sun, and the moisture of the ground will stay under the plastic keeping the ground moist. May prove to be a tough job.

one of the chemicals recommended to kill grass, ect in this area is lime, but with changes in environmental rules, you need to check the liabilities you could open yourself up to. Cement is a good option if it is an easement of the like that you are responsable for.

Have you tried salt? Heavily salted earth can not support plant life. I don't know how long it would last.

Salt, Lime, Bleach, and Ammonia will all render the ground unsowable for a limited amount of time. I'm not quite sure about the legality of putting bleach or lime in the ground, so I would check with the local authorities to find out. Also, whatever you do, DO NOT MIX BLEACH AND AMMONIA. You will create a poison gas that will kill you almost instantly. Just thought I'd add that disclaimer.
