I would say getting together with some of the other parents to see how they feel about them, and then directly confronting the person or persons in charge would be in order. You are paying for their services, and their actions will have some sort of effect on your children, if only to show them that it's cool to be a slacker.

This person reports to someone else up the 'chain of command.' Try having an informal meeting with this person to express your concern and gather information. Otherwise, pull your children out of this group and find a different one with the same programmes and goals.
