Take a sledgehammer to it then sue the company that manufacturers it for psychological damages.

The owner of the building should be able to give you the information you need, they can tell you who owns the machine

Not put more money in it for starters. I would shove a piece of paper with my contact information in it and ask that they return my money. If you see it is working again and they have not returned your money you might want to think about shoving another piece of paper with contact information in so that it no longer works again. Do so repeatedly and I bet someday you get your money back.

Warning: this answer contains some jokes which could be harmful for some simple minds. But be patient, somewhere, your question will also be answered... 1) I am very bad informed. I always thought a change machine was for washing money! 2) Who invented this change machine? I also would like to be changed! 3) Ask the building manager or the owner. They must have a contract with the change machine owner and should give you their information. If not, sit there and wait until they come to get the money... 4) I heard of a guy who was putting some money in a sandwich machine and already buyed 20 of them. Somebody asked him why he did not stop. He answered: "Why should I stop now that I am winning?" At least he was also eating, not just the machine. 5) unit22 gave already a great answer, anyway...
