Seeing as how the oceans have only risen 1-2 millimeters (that's less than 1/10th of an inch) over the past 100 years, you should be safe buying on the coast. Even if the global warming extremists are correct in their predictions and this rate is doubling or tripling then the worst case is the water will rise around a quarter of an inch over the next 100 years. So you're fine, unless you're worried about your great, great, great, great.... grandchildren.

the north end of california is going to drop so the sacramento valley will fill with water. this is going to happen in the next few years when planet X does its fly by sometime around 2012. It might also cause new mountains to happen and intense solar radiation. something underground would be a good idea.
