  • Fireworks are legal in PA and you can purchase them if you are a PA resident. However, certain fireworks need a permit to be used in PA. Those that need a permit cannot be purchased by a PA resident without a permit, but they may be purchased by out of state residents. The logic is that people who are buying from out of state may be able to legal use without a permit in another state. All fireworks are illegal (absent a permit) in NJ. That is, the possesion, importation, and use is illegal. To answer your question in brief, each state can make their own laws. Just because PA allows you to buy them doesn't mean NJ allows you to use them.
