Although the origins of the symbol are murky and subject to interpretation, the answer to your question appears to be "no."
According to Peter Marshall the "circled-A" represents Proudhon's maxim "Anarchy is Order." [Demanding the Impossible p. 558] Peter Peterson also adds that the circle is "a symbol of unity and determination" which "lends support to the off-proclaimed idea of international anarchist solidarity." However, the origin of the "circled-A" as an anarchist symbol is less clear. Many think that it started in the 1970s punk movement, but it goes back to a much earlier period. According to Peter Marshall, "[i]n 1964 a French group, Jeunesse Libertaire, gave new impetus to Proudhon's slogan 'Anarchy is Order' by creating the circled-A a symbol which quickly proliferated throughout the world." [Op. Cit., p. 445] This is not the earliest sighting of this symbol. On November 25 1956, at its foundation in Brussels, the Alliance Ouvriere Anarchiste (AOA) adopted this symbol. Going even further, a BBC documentary on the Spanish Civil War shows an anarchist militia member with a "circled-A" clearly on the back of his helmet. Other than this, there is little know about the "circled-A"s origin.
Today the circled-A is one of the most successful images in the whole field of political symbolising. Its "incredible simplicity and directness led [it] to become the accepted symbol of the restrengthened anarchist movement after the revolt of 1968" particularly as in many, if not most, of the world's languages the word for anarchy begins with the letter A. [Peter Peterson, Op. Cit., p. 8]

Anarchy comes from "anakros", which translates to No rule or no ruler. It doesn't mean "anti-government". The essential bit of anarchy is that each is sovereign unto him/herself and has not higher authority to answer to.
ABSOLUTELY NOT! why would it represent hate? anarchy is anarchy, not hate. anarchy means anti-government. that doesnt mean we're gonna kill the president. i'm all about peace, and a lot of other anarchists are. just because we dont care about voting or the stupid laws or w/e doesnt mean we hate...

Not by far. Anarchy is not by any means about hate or even destruction or chaos (as most people think) it's actually about an organized society without soberans.
One defination of anarchy is "A state of a lack of sovereignty"
It was Thomas Jefferson's proposal for the law of the land. A state where every man is free and answers to no one!
In response to Scoundrels statement about government being the higher authority, it was decided by our founding fathers the the people would be sovereign and the government would answer to the people. Lord help us, look what we have now!!

no, their against any one ruling, they don't believe in goverment ruling or any type of ruling. They want selfruling, kind of like the old wild west, before there were laws. The symbol is just a sign to let pepole know what their about, like a states

I love the t-shirts with that symbol and then the words world peace scribbled somewhere else on it. What a hoot and a holler. Oh yes and we all know the anarchists cookbook is a peaceful read.
It means your aren't going to be a puppet/tool for the government. You think for yourself. You don't believe we should have big brother sticking their noses into our business. Most anarchists who do things against the government do little things. Like maybe, change the words around on a sign, super glue door locks so they can't put the key in, etc.... Basically they just try to out a cog in the machine. Stop the normal/regular way way of life. Some go a little further and hack websites, learn ways to do things without paying(phone booths) Then there is the extremists who blow shit up and other destructive things. The hippies of the 60's and 70's were mostly anarchists.
Anarchy is about love for the people and the community, and hence the total abolishion of opression and state control
