Have you tried looking in the supermarket where the milk additives are kept (the pre-mixes you use to flavour milk). In Australia we have malt for malting milk in this section.

I believe Carnation makes a regular and chocolate malt flavored powder for milk. Look near the Nestle Quick or Ovaltine in the grocery store or Wal-Mart.
