It sounds like a fuse. Chekc your fuse box, usually the panel will have a diagram numbering each fuse and telling you which number is for what function. Pull the fuse for the lighter and see if it is blown, or if the metal strand is still in tact. If the strand is broken, replace the fuse with a same amp fuse. Often fuse boxes have a few spares, but if not, the auto parts store sell them for a few bucks.

In my 2004 Corolla LE, there is one fuse box under the hood and another fuse box behind the steering wheel, between the pedals and the steering wheel (in another models is behind the glove box). I change the cigar fuse (15 A) and works the cigarrette lighter, the stereo and the clock again.

I also have a 98 Toyota Corolla and my lighter quit working as well. If you take it to a garage they have a tool that can check all of your fuses connections. My fuse was fine, so in my case it was the lighter that was damaged. You can take the pannel that surounds your ashtray and radio. Once you take this off your lighter will pop out as well. You will be able to see the wires that hook up to your lighter. You are going to need to find the appropriate lighter that will connect. I'm at that point myself, I need to find the right cig lighter for a 98 corolla. I may need to order it through Toyota i'm not sure, but i'm calling them tomorrow.
