You can get hair permanently lasered off. Probably expensive...but it can be done!

Laser hair removal. A bit expensive, and you'll need 6-8 treatments. You'll notice a difference after your first treatment. It hurts a bit and irritates your skin mildly, but totally worth it. It works with the pigment of the hair so it won't burn your skin or anything. Its more effective on darker thicker hair. Definitely check it out.

Well... my mom does it, and she's done with her treatments, and she doesn't shave or anything. Her back, legs, arms, underarms, face, tummy are all hair less... I've only started and there are spots where there's no hair growing back; and it grows slower and thinner... Hope it all helps
