In a translated poem, who really wrote it? Should we call it a) the same poem or b) a poem based on another poem?

It depends on the translation. Usually the original writer is credited with composition, and the translator is credited for his/her work. But, in the middle ages and early renaissance, many European poets "translated" French and German works into the vernacular, but not in a word for word sense. They took the story and made it their own. eg Robert Mannyng's "Handling Synne" is a "translation" into English of a contemporary Northern English work by William of Wadington "Manuel de Pechiez", which was in French, yet Mannyng's work stands by itself, as does Chaucer's "Romance of the Rose" which is a "translation" of "Roman de la Rose" by Guillaume de Loris.
