Yes there are people who have certain degrees of "color blindness". Color blindness is when your pupils do not correlate with the differences of color in objects. Otherwise I think your friend is just being figurative ;)

Yes, it's called being colorblind. Many people have some limited amount of colorblindness. First red and green appear in grayscale. Then other colors follow. It is uncommon to be completely colorblind, but plenty of people are.

Yes there is it is called Monochromacy, there is also Dichromacy where they see some bluish tones. It is from the same genetic defect as colour blindness but a more severe version. It is called total colour blindness.

There are degrees of color blindness. So, you friend my only be able to see black and white. Most people have lesser degrees of color blindness. It usually means that they cannot tell the difference between reds, yellows, and greens. http://en.wikipedia.org/wiki/Color_blindness
