In my 20 years of tennis I have never heard of topspin causing a lower bounce. The balls rotates forward, dips, and kicks off the surface at a HIGHER bounce, especially on clay where guys with extreme western grip cause topspin to easily bite off the surface and kick above the opponent's head if left. Underspin or slice causes the ball to keep low or bounce lower. Hitting the ball "flat" without any spin will also result in a lower bounce than topspin. Just watch the French open where Nadal the left hander uses vicious high-kicking topspin against all the right-handers' backhands...

This is kind of a loaded question. There are many factors to take into account. If the trajectory of the ball is the same, then the topspin ball will tend to have a lower bounce. But if both balls have a low trajectory, the underspin shot might skid on the court and stay lower. But in general, topspin shots bounce higher than slice shots because the trajectory of topspin shots is higher to begin with, so the resulting bounce will be higher.
