It was written about Anne Boleyn, apparently. It's unlikely it was written by Henry VIII though, it just originated from his time.

Supposedly it was written by Henry about Anne Boleyn, but the composer of the song is still unconfirmed, as is it's subject - it is just speculation that it was written by the king, although he was considered to be a talented musician and songwriter.
