Grass seed. Any other liquid would likely kill huge amounts of plant life. Anything large/heavy would hurt people/stuff. Money would completely throw society out of whack and cause chaos. Grass seeds... they'd grow grass some places, just turn into dirt others, and maybe just cause some minor problems... I don't see anything major.
