    Re-used for what?
    The products of combustion of any hydrocarbon fuel are water and carbon dioxide. These are plentiful in our environment regardless of used gasoline. Disassembling the water and carbon dioxide and re-assembling the atoms into complex organic molecules is best done by plants and photosynthesis which can then be reprocessed in a lab into fuel-like hydrocarbons.

    The only thing close to what you propose that is currently available is the Hydrogen engine. Hydrogen burns with Oxygen to form water and the heat released in the reaction can power an engine. Hydrogen can then be easily retrieved from water by electrolysis, but you have to put more energy into the electrolysis than you get out of the combustion.

    Basic laws of thermodynamics and chemistry tell us that you will always have to add more energy than you will get back.
