You could most likely do the labor yourself and save a few hundred dollars. The parts however very. Go to AutoZone or you local parts store and they will give you pricing and ordering cost for free. My brother just did his and knows nothing about cars. He found simple directions online. So there's hope for you.

Black tape at your local hardware store 1 dollar. Tear off a small piece & tape over the light.

Someone told me that I don't need to have the ABS fixed? That the brakes will work just fine with out it. Is that true?
-
Abs is the Antilock Braking System, whose function is to stop you skidding out of control if you have to brake very hard in an emergency. If the ABS is out of action, the brakes still work - in fact they work too well: they will lock the wheels solid. Once the wheels lock up and start skidding, their stopping power drops a little, but more importantly they can no longer exert any turning effect. So, for example, if someone pulls out on front of you, you will slam into them instead of being able to steer sound the front or back of them.

Is there a website that can give a manual with instructions on how to replace or fix this problem? Just can't really afford a large expense right now...

Get the codes read (Autozone scans OBDII for free) and find out whether it is a speed sensor or another component. You need to repair it if ANY of the following conditions are true: 1) You might be in a situation where you need to slam the brakes but do not want to lose directional control and skid. 2) You drive where it rains. 3) You drive where it snows. 4) You live where there are annual safety inspections of vehicles as part of renewing your registration I can't quote the cost of repair for your vehicle because you never stated WHICH part is faulty, nor do I know the parts costs for Ford Explorers. If it is a speed sensor and the parts are priced comparable to a '98 Saturn S-series then it will be about $250-300 installed.

I was driving down a really bumpy road and my abs light came on and wont go off why

at the back of the discs you will find an ABS sensor. sometimes these sensors just get filled with dirt and then it makes the light register as it being a problem.
