Why are toilets higher off the floor in a commerical environment compared to the toilets in homes? (US)

it has to do with handicap access.

Commercial toilets are more accessible to all sorts of people. It is easier for older people and for people with back and hip problems to sit and rise from what they call "comfort height" toilet. They are getting to be very popular in homes, too. And now that I'm older I can see why. Many of the fancy new toilets are one piece, low slung models and it is very difficult to sit on them as you get older, even just a little older.
