It's not illegal to gamble on you're computer in a non-gambling state. It's illegal to gamble with other people form you're neighborhood (example) or in you're friends house or something. But somewhere the law's can be very straight, so it's illegal to play or gamble on internet. But you can't get caught and sent to prison. They can't figure out who is gambling! Unless of course someone tell it to someone who care alot!

No. It's the PAYEE (Not the payor or gambler) who is breaking the law. However, the PAYEE is usually in another country. So US laws usually don't apply or cannot. Now here's the twist. The GOVERNMENT made it "Illegal" for financial institutions to "Allow" the legal flow of money to places it deemed hazardous (Meaning not in the usa) to the citizens. But! There are ways around it. All Access gift cards permit you to use the funds deposited to them for such. NIce going there!! Frankly the regulations I think did little, because it's just as easy for me to send $5,000 to some dolt in another country by using an international money order..Just takes longer then wiring the cash.

The real problem comes when you cross state lines to gamble from your home computer. Its the gambling and the fact that money is crossing state lines and not being taxed. states and the Feds are losing money on your gambling. This is a problem for the Feds, but they are working on a way to tax gamblers money. the same is about to apply to buying cigarettes online. taxing those cigarettes is about to take place.
