I am unfamiliar with Laws in Portugal, but I believe you can, yes. As for Actual Traditional Absinthe with Thujone, I don't really know - as the Thujone type is banned in some places, not in others, and strictly regulated in yet more.

The halucenagenic ingrediant in real absinthe is illigal in the EU so you wont be able to buy "real" absinthe in Portugal. But you can probably buy the imatation stuff thats still 70%+. The only country I know of where you can not buy it is Norway as it is illegal to sell anything with a % of more than 60. :(
