In August or September for most but this does depend on what area you are in.

Many schools in major urban areas don't have an official start/stop time. The kids are on year-round school where there's three tracks. Each track has a different start, and instead of one long summer break there are three one-month breaks throughout the year which occure depending on which track you're on. This is a method to accomodate more students in one school building, since you only have 2/3 of the entire school population on campus at one time.

In the US, typically the first week of September, or the last week of August.
