If more than one vehicle arrives at the exact same time, the vehicle that a) is on the right, b) is an emergency vehicle, or c) is bigger than the others, is the one that goes first.

A rotary? Right of way in a rotary/roundabout goes to vehicles already in the rotary. Rotaries are a mainly a European thing though they are fairly common in my area (New England). People from out-of-state seem to having NO farking clue about them though and invariably cause all sorts of accidents and near-misses with their ineptitude. Currently, the city near me is tearing up a highway and their Main Street to put two more in to replace traffic lights. The traffic flow is smoother... SO LONG AS THE PEOPLE RIVING THROUGH ARE NOT MORONS!

Sounds like a round-about to me. I would give way to oncoming traffic on the left (assuming you travel around the circle in a anti-clockwise direction). We give way to vehicles oncoming from the right at Australian roundabouts due to us driving on the left (and in a clock-wise direction around the round-a-bout).

I must say - you're a cop and you've never seen a roundabout? You must yield to the person currently in the roundabout and to the person who arrived first. When you exit the roundabout you must signal your intentions. Pretty simple.
