Assuming that by "sac" you mean the amniotic sac, it is not possible. ALL babies need to be enclosed in the fluid-filled sac, which is their barrier from external pathogens (that might be residing in the mothers vagina and/or cervix) Plus, identical twins always share the placenta. I believe fraternal twins do too. Its the only means of obtaining nutrition, oxygen, and various other imprtant processes to occur.

Yes you can have twins who don't have a membrane between them. It can lead to a very dangerous conditon where their cords can get entangled and cut off the supply of oxygen.
