both sexes have horns ... some have a bell too ;-)
ALl cattle have horns whether or not they are cow or bull. The exception are cattle that are naturally polled, that means they don't have horns. Same as goats. Both sexes have horns.
Cows may have horns unless they happen to be of one of the few breeds which were breed not to have horns, and if that is the case, then the bull doesn't have horns either.
Just Bulls.

most cattle are bron with horns (provided they are not amoungst the poll species as my herd is), but most production heifers and stiers are de-budded.
