I'm not sure that many school boards continue to skip children ahead. It seems much more common for them to be placed in advanced gifted classes with kids of the same age.
Either way, there are definitely tests to determine whether a child is "gifted" or not. I assume that there are different tests and different standards school board to school board, state to state, and province to province, so if you feel your child is in fact gifted, the best place to start would be to bring it up with your child's teacher.
