If I apply medium-brown permanent dye to my dark-brown hair, will it really lighten my hair a few shades?

No, it will still look dark brown.

No I am afraid it will not. The only thing that lightens hair is bleach or peroxide.

Nope, use a blonde dye to get a lighter brown, or bleach it first then use light brown dye.
