Use discretion. Offering a watered down drink for the same price is fraud. Keep serving or stop serving. Could also offer the customer pop instead. If a patron gets too drunk and a bartender keeps serving them they could be help liable. Weigh the risks.

No. I bartend, and if a customer is clearly drunk or tipsy, I stop serving. Period. I don't care if they are insulted, I don't care if they make a scene, I DO NOT CARE. I'll do whatever I can to be polite but once I have made the decision to stop serving that is that. Have an appetizer, I'll call a cab and pay for it, let me buy you a soda. I will not have someone's death be my fault.

No, it's unethical. If someone is getting tipsy, offer him coffee or offer to call a cab for the customer.

as a former, i would a) find the people they are with b)confiscate keys(much easier when your a chick)c)call a cab. d) tell them they have to pay up their tab, and if thats difficult for them, or they argue, i simply cut them off, and follow a thru d. ethically, i cant rip anyone off, especially when they are out of wits, its just wrong.

I think in order to stop them without an issue, serve then lemon or lime water... and tell them it's on the house.. no charge..
