That's a really good question. Maybe when things are starting to heat up, you could sortof casually, and breathily say something like "would you go down on me?". He'll either comply or decide not to. Or, if you go down on him, just jump into it. Then once you are done, ask if he'll return the favor. Or, say to him, 'if you go down on me, I'll go down on you'... positive reenforcement. Any and all of those things have worked for me in the past. Thanks for asking that question.

It is rare for a guy to NOT want to give oral. Make sure you are super clean (just out of the shower) before he does it. And just be forward. Hinting at it will not work (guys can be clueless). Maybe ask right before sex, "hey, can you try giving me oral?"
