I have seen this slogan advertised on waste bins etc in England. I didn't know which organistaion ran this so I have enclosed a link: http://www.cpia.ca/anti-litter/links/ Apparently it is EnCams.The idea is to encourage people to keep the environment clean and litter free (in England) and they hope to remind people through their advertising.

Its a campaign to keep Britain Clean and tidy from litter. Its written on rubbish bins sometimes, and on the back of some packets with the recycle symbol.

It's just an advertising slogan in england that's put on the back of packets and stuff under the recyclying symbol so people don't 'forget' to put their rubbish in a bin...rather than on the floor.
