Wow like a billion! But literally.. you can get him on: 1) Opening your mail. 2) Fraud 3) Negligence (not sending you your mail) 4) Identity theft 5) Intent to sell your identity to third party. The list can go on (of course not perfect legal jargon so we all can understand). A lot of those are criminal offenses, but some are civil (negligence). What state are you in?

He's broken three and they're all federal. One, maliciously openeing your mail without your permission. Two, impeding the delivery of the mail by intercepting it and sending it to a friend and not you. Three, identity theft for impersionating you on the letters he sent. Take these letters and the envelopoes down to the post office and ask to speak to the post master. The addresses, post marks, and hand writting will be more then enough to nail him.
