In a home preferably..;) but if you are talking about area, I would say the city because it prepares them for life when they get older

I dont think location (unless its like a really shanty town/ghetto, gun crime etc, so long as you can afford and are happy where you are,) really matters. As long as they grow up in a secure environment, where you are happy, then they are happy. In a warm and welcoming house is probably the best place in my opinion.
