I'm not sure, but I don't think so becuase tires of rubber and therefore are not cunductors of electricity.

It's possible, but very unlikely. Since tires provide insulation from the ground, it's unlikely. The possible (but still unlikely) exceptions would be if it were very (VERY) wet out or if the cable whipped up and went through your car window and touched you.

I've seen dump trucks with their boxes up that came into contact with overhead wires, and the tires blew out. The driver was OK though.

Perhaps, it depends on the road conditions, if the road and your vehichle are both very wet, then the water may serve as a conductor and allow the shock to reach the driver. But otherwise, there's enough rubber and other insulators between the tires and the inside of the cab to stop the current dead in it's tracks. Your car may not survive unscathed, but you probably would.
