I'm not sure of the exact process because I'm not an admin but I think it works as following. A user flags a question or answer. That question/answer and the reason for flagging are added to a list pending review by admins. Eventually, the flag will be reviewed and either accepted or rejected depending on whether that particular administrator decides it is necessary or not. If the flag is accepted the question (or answer) will be deleted, edited, moved category etc depending on what it was flagged for. The user then receives 5 points for helping moderate answerbag. If the flag is rejected the user will receive an email explaining why the flag has been rejected and their moderation percentage will go down.

At the bottom right of the question area, under the rating zone, there is a drop down box with the default value "Flag this question". If you click on this box, following options appear: - Duplicate: if the question is a duplicate of another question. After you choose that flag, you will be asked of which question it is a duplicate - Nonsense: if you consider the question as nonsensical - Spam / Offensive: if you consider the question as Spam / Offensive - Wrong Category: if you think that there would be a better category for this question as the given one. After you choose that flag, you will be asked which category would be better. The flags will be reviewed by the staff. - accepted flag bring +5 points - rejected flags bring -5 points, but only for the calculation of your moderation +%. At the moment, there is a debate on AB about the suppression of moderation points.

You click on the down arrow under the points box, and select Duplicate/Nonsense/Spam-Offensive/Wrong Category as applicable. For Duplicate, you will be asked to match the current question to its duplicate.
