Should the Welsh Assembly speak only in Welsh and use interpretation into English for the members that do not speak Welsh?

I'm from the USA, but the preservation of Non-anglo culture is very important. I think that it should because it would be very cool to see an old and time honored language be preserved. Would that mean that the Prince of Wales would have to learn Welch? I hope so. He'd have to renounce his crown if he can't speak Welch within a 5 year period. I'm in favor of it.
